drm/amdgpu: convert vcn/jpeg logical mask to physical mask
Changed from V1:
Remove amdgpu_ras_logical_mask_to_physical_mask
due to GET_MASK provides same feature.
Support convert VCN/JPEG logical mask to physical
mask.
